Their problem is simply the download - maybe they have internet caps or something If you cant even install a game from a DVD, then it's DRM failure. I'm not sure this has anything to do with steam being DRM? And it works fine as an unobstrusive DRM anyway. Just register your key to your account and download the whole game.
